We host this site and maintain it. All our accounts come with PHP/MySQL/Shell access by default. Included is PHPMyAdmin support.
One of the special features of our hosting is most accounts dome with full root access to MySQL. This enables you to alter the MySQL settings, have unlimited databases set permissions with the GRANT command etc...
MySQL4 is an optional extra should it be required.
